The fault for all the problems lies completely with the province that downloaded all this housing knowing there was a $300,000,000 backlog of repairs they had put off for years. With the financial problems the city is in due to the high costs of welfare and the unreasonable demands of CUPE workers, the city can't afford to pay the province's old bills on this housing.
